According to the proposal, the total expenditure for the Lunar New Year 2021 of the province is 218 billion 548 million VND, an increase of 6% compared to 2020. The beneficiaries and expenditure levels basically remain the same as Canh Ty Lunar New Year 2020.
In which, the highest expenditure is 4 million VND and the lowest is 500,000 VND. However, increasing the number of Tet gifts for workers who are poor workers far from their hometowns who are in difficult circumstances and cannot come back to their hometown for Tet holiday in 2021, specifically, in the province there are 4,900 people, an increase of 1,000 people and in the district, there are 8,350 people, an increase of 1,100 people compared to 2020. The total number of Tet gifts to visit typical policy families in districts is 90, an increase of 45, each district increases by 5 compared to 2020.
Through opinions of departments, branches, Mr. Nguyen Hoang Thao basically agreed with the proposed support rates. At the same time, it is proposed to increase the support level for workers directly cleaning and collecting garbage during Tet holidays from 4 million VND to 5 million VND per person; adding gifts to people working in segregated medical centers; Reviewing and making statistics on particularly difficult cases due to the effects of Covid-19 epidemic to have plans to support.
The Chairman of the Provincial People's Committee noted that the preparation of gifts should be thoughtful, ensure the quality; the assignment of delegations to visit and give gifts to the subjects must be done before December 15 of the lunar calendar.
Department of Finance
proposes spending levels for groups of subjects:
1. Vietnamese Heroic Mothers, husbands of Vietnamese Heroic Mothers:
Spending level VND 4,000,000/capitation, including: VND 3,500,000 in cash and a
gift worth VND 500,000.
2. Armed force heroes: Spending level VND 3,000,000/capitation, including:
VND 2,500,000 in cash and a gift worth VND 500,000.
3. Families with 2 or more martyrs: Spending level VND 2,500,000/capitation.
4. Families of heroic martyrs; family with 1 martyr; martyrs'
families enjoy loss of their nurturers; old revolutionary cadres before the
uprising; invalids 1/4, 2/4: Spending level VND 2,000,000/capitation.
5. Invalids 3/4 and 4/4; retired cadres; commune retirees: Spending
level VND 1,800,000/capitation.
6. Sick soldiers 1/3, 2/3: Spending level VND 1,700,000/
capitation.
7. Families with meritorious services to the revolution; sick soldiers
3/3; main relatives of martyrs' families (under the age of maturity or at the
end of working age); non-main relatives of martyrs (people holding certificates
and worshiping martyrs) calculated according to martyrs; people worship armed
force heroes died; people worship Vietnamese heroic mothers; beneficiaries of
chemical toxicity subsidies (having 1 child or more contaminated with toxic
chemicals will enjoy 1 additional capitation); people infected with Agent
Orange/Dioxin (families with difficult circumstances); cadres involved in the resistance
war (not retired), cadres arrested and imprisoned by the enemy, beneficiaries
of the policy under Decision no. 290/2005/QD-TTg, Decision no. 53/2010/QD-TTg, Decision no. 142/2008/QD-TTg of the Prime
Minister, youth volunteers (who are entitled to a lump-sum subsidy and not
receive any other benefits); death grant of invalids and sick soldiers: Spending
level VND 1,500,000/capitation.
8. Cadres and Civil Servants (CCS), public employees in
administrative and non-business areas managed by province and districts
(including districts, towns and cities) and Party agencies located in the
province and districts according to Decree 68/2000/ND-CP approved by the
Provincial People's Council, the Organization Committee of the Provincial Party
Committee and the labor contract is contracted by the District People's
Committee outside the assigned provincial norms, with a contract term until
January 2021); CCS of administrative agencies under Central management in the
area (including contract employees named in the salary list in January 2020); armed
forces under the management of the province (including cadres and soldiers
going to school); CCS and part-time people at commune level receive salaries
and allowances: Spending level VND 2,000,000/person.
9. People with meritorious services to the revolution are entitled
to a lump-sum subsidy (medals); beneficiaries of monthly subsidies according to
Decision no. 142/2008/QD-TTg, youth volunteers, Decision no. 53/2010/QD-TTg; Decision
no. 91/2000/QD-TTg and Decision no. 613/QD-TTg dated May 6, 2010 of the Prime
Minister); cadres lose their working capacity; death grant of CCS, public
employees; cadres suffer from labor accidents and occupational diseases: VND
1,300,000/capitation.
10. Workers directly engaged in cleaning and garbage collection
during Tet holidays (belonging to state-owned enterprises, non-business units,
and urban construction enterprises): Spending level VND 4,000,000/person.
11. Poor households: Spending level VND 1,500,000/household.
12. Cadres of hamlets, quarters (collectively referred to as
hamlets) receive allowances (Secretary of the Party cell, Head of the hamlet,
Head of the Working Committee of the hamlet Front, Deputy Head of the hamlet, Public
Security of the hamlet, Team leader of the hamlet, hamlet Health) and the
Permanent Militia, the Self-Defense Militia, and the Street Civil Guard (According
to Decision no. 41/QD-UBND dated June 12, 2009 of the Binh Duong provincial
People's Committee), Civil defense teams in communes: Spending level VND
500,000/person.
13. Public employees in the education and health sectors work far
from home, with extremely difficult circumstances and ineligible to return home
for Tet: Spending level VND 500,000/person.
14. Children with special circumstances according to the Law on
Children: Spending level VND 1,000,000/person.
15. Beneficiaries of monthly social protection subsidies in the
community: Spending level VND 700,000/person.
16. Supporting poor workers and labors with extremely difficult
circumstances and ineligible to return home for Tet (in which: Provincial block
with 4,900 portions; district block with 8,350 portions): Spending level VND
500,000/portion.
17. Social subjects:
- Subjects in Centers for Social Protection: Spending level VND
500,000/person (VND 125,000/person/day).
- Poor patients inpatient in public hospitals: Spending level VND 125,000/person/day,
being entitled to a maximum of 04 (four) days based on the actual number of
days present for inpatient treatment (from February 11, 2021 to February 14,
2021).
18. Supporting the Secretary of Workers’ Youth Union branch,
Chairman of Workers’ Association branch, Head of Motel Youth Workers' Club,
cadres doing the work of uniting and gathering communal youths: Spending level
VND 500,000/portion.
19. Gift to visit typical policy families in districts (10
families in each district): Spending level VND 2,500,000/family, including VND
2,000,000 in cash and 01 gift worth VND 500,000.
