PORTAL - On the morning of November 13, at the Provincial Administrative Center, Binh Duong People's Committee held a regular meeting in November 2020. Mr. Nguyen Hoang Thao - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
There were Mr. Ho Quang Diep - Vice Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee; members of the Provincial People's Committee and leaders of departments, boards, agencies attending the meeting. The meeting is online to broadcast stations in 09 districts, towns and cities.
Positive socio-economic development
The report on socio-economic situation, national defense and security in 2020 at the meeting showed that although Covid-19 epidemic did not appear in the community in the province, it made many socio - economic activities being paused during social distancing; production and business had a time of standstill, consumption of goods and services declined, workers stopped working, the life of a part of people was in difficulties.
The meeting overview
Under the drastic direction of the Government, the Provincial Party Committee, the supervision of the Provincial People's Council, promoting the spirit of efforts to overcome difficulties, challenges, strong innovation of all levels, branches and solidarity with high consensus and determination of the whole political system, business community and the people, the socio-economic situation of the province has developed positively and comprehensively in most of fields. As a result, 17 targets have been achieved and exceeded, 14 targets have not been achieved as planned. Gross Regional Domestic Product in the province (GRDP) is estimated to increase by 6.78% (the plan is to increase by 8.6 - 8.8%); Average GRDP per capita reaches 150.1 million VND (the plan is 154.2 million VND); economic structure of industry - service - agriculture - product tax minus product subsidies with respective proportions of 65.97% - 22.69% - 3.23% - 8.11% (the plan is 66.6% - 23.1% - 2.5% - 7.8%). Index of industrial production development increases 8.02% (the plan is to increase by 9.6% in 2020). Total retail sales of goods and service revenue reached 252,889 billion VND, increased by 12.3% (the plan is to increase by 19.9% in 2020); the annual average consumer price index is estimated to increase by 3.21%.
In particular, the import and export activities are strongly influenced because the supply of raw materials for production is interrupted and the output market of exportation is narrowed in the context of epidemics. However, since the second quarter of 2020, businesses have recovered quite well, started to export goods to many markets (the US, Japan, Korea, ASEAN, some European countries, and China). Export turnover is estimated at 27 billion 443 million US dollars, increased by 8.5% (the plan is to increase by 15%). Import turnover was estimated at 21 billion 466 million USD, increased by 7.6%. The province's trade surplus in 2020 reaches nearly 6 billion USD.
Estimated total investment capital for social development will reach 133,568 billion VND, increase by 11.6% (the plan is to increase by 5.5% in 2020). As of October 15, 2020, the disbursement value of public investment capital reached 4,670 billion VND, reaching 31.3% of the adjusted plan in 2020 and reached 43.3% of the plan which is assigned by the Prime Minister.
Despite the impact of the Covid-19 epidemic, the People's Committee of the province, sectors and industrial zone investors have actively developed and implemented marketing and investment promotion programs in various appropriate forms; at the same time, organizing many activities to support the development of startup ideas, contributing to forming an innovation ecosystem and promoting a strong wave of start-up. As of October 31, 2020, domestic investment has attracted 63,909 billion VND for business registration capital (increase by 20.6%). Up to now, the whole province has 47,890 registered businesses with total registered capital being 428,567 billion VND. Foreign direct investment attracted 1 billion 732 million USD (exceed 23.7% of the year plan, decrease 34% over the same period). Up to now, the whole province has 3,913 valid foreign-invested projects with a total registered capital of 35.3 billion USD.
The total budget revenue is estimated at 59,700 billion VND, reaching 96% of estimates of the Provincial People's Council, increasing by 1% over the same period. Total local budget balancing expenditure was estimated at 26,063 billion VND, reaching 98% of estimates of the Provincial People's Council, increasing by 5% over the same period. Total tax arrears by December 31, 2020 are estimated at 2,142 billion VND, equal to 4.75% of the assigned estimate budget revenue.
The whole province mobilized 616 billion VND from many sources to take care for the subjects; building and repairing 16 houses of gratitude and 52 great unity houses. As of November 2020, the province has reduced 761 poor households, no households fell back into poverty; the whole province has 3,114 poor households (accounting for 0.95%) and 3,031 near-poor households (accounting for 1.05%) according to the provincial multi-dimensional poverty index. In the first 10 months of 2020, 40,486 people have jobs, reaching 90% of the plan (estimated at the end of 2020, it will reach 100.7% of the plan).
Economic recovery and growth
The meeting stated that the year 2021 is the first year of implementing the Resolution of the 11th Provincial Party Congress and the Five-Year Socio-Economic Development Plan (2021-2025), forecasting the world and regional situation to continue being in complex developments, opportunities and advantages interspersed with difficulties and challenges that will affect Vietnam in general and Binh Duong province in the coming time. The Provincial People's Committee has determined that the overall goal for 2021 is to focus on implementing the target of both stable socio-economic development and effective disease prevention and control; recover growth and continue promoting economic restructuring in the direction of increasing the proportion of service industry, stabilizing the proportion of industry; focus on improving the quality of growth. Continue improving the business investment environment, support enterprises to overcome difficulties and challenges; accelerate the construction and disbursement of public investment capital, implement key projects, develop urban - service and build smart city. Ensure social security, constantly improve people's lives, develop culture and people; attach importance to developing human resources in association with science and technology, innovation, digital transformation to become the foundation for economic growth. Strengthen administrative discipline, regulations, organizational structure, streamlining payrolls and reforming administrative procedures; prevent and fight against corruption, practice thrift and fight against waste. Ensure national defense and security, maintaining social order and safety, improving the efficiency of foreign affairs and international integration. The Provincial People's Committee identified 33 major targets in 2021, of which, the Gross Regional Domestic Product (GRDP) will increase by 8.5-8.7% compared to 2020.

Delivering a speech to conclude the meeting, the Chairman of the Provincial People's Committee – Mr. Nguyen Hoang Thao agreed the socio-economic targets in 2021. To achieve the above goals, the Chairman of the Provincial People's Committee suggested all levels and sectors to focus on the set out tasks and solutions. In particular, continue implementing the construction of a new and advanced countryside, especially the model "Smart Village" which is deployed in Bach Dang commune, Tan Uyen town. Step up administrative reform; improve the quality of the contingent of cadres, civil servants and public employees. Focus on investment in building a Smart City operating center for development of e-government. At the same time, promote the training of skilled labor force to meet the needs of enterprises in the new period. Speed up the implementation of key public investment projects in the province. Drastically implement solutions to reduce traffic accidents; ensure security and order in the province.
