Attending the conference were Mr. Nguyen Thanh Hai - Deputy Director of Bureau of Civil Status, Nationality, Authentication - Ministry of Justice; reporters of the Ministry of Justice; Ms. Nguyen Anh Hoa - Director of the Department of Justice of Binh Duong province.
On February 16, 2015, the Government issued Decree no. 23/2015/ND-CP on issuing copies from master registers, certification of true copies from originals, authentication of signatures and authentication of contracts and transactions. After 05 years of implementing Decree no. 23, authentication activities in the province have been put into order, basically meeting the authentication needs of organizations and individuals. On March 03, 2020, the Ministry of Justice issued Circular no. 01/2020/TT-BTP detailing and guiding the implementation of a number of articles of the Decree no. 23. The Circular takes effect from April 20, 2020 and replaces Circular no. 20/2015/TT-BTP dated December 29, 2015 of the Ministry of Justice. Accordingly, there have been basic amendments and supplements to remove difficulties and problems in practice in authentication activities over the past time.
At the conference, delegates listened to reporter Le Thi Tu Hong - Head of Authentication Division, Bureau of Civil Status, Nationality, Authentication - Ministry of Justice reported on topics related to authentication such as: authentication of copies from originals; authentication of signatures; authentication of contracts and transactions.
The conference also listened to Mr. Nguyen Thanh Hai - Deputy Director of the Bureau of Civil Status, Nationality, Authentication, the Ministry of Justice answered difficulties and problems related to the implementation of the Government's Decree no. 23.
The conference aimed to consolidate legal knowledge about authentication under the provisions of Decree no. 23 and update new regulations of Circular no. 01/2020/TT-BTP for the judicial officials of communes, wards, towns in the province for the team to do the authentication to comply with the provisions of the law in this area.
