On November 24, 2019, the Hotline system 1022 was officially put into operation. With the mission of being a bridge between the government of Binh Duong province and people and enterprises, the Hotline system 1022 has the function of receiving answers to guide administrative procedures, receiving complaints and recommendations of people, enterprises and especially receiving requests for rescue and salvage through the number 115.
The operation of receiving emergency information outside the hospital through the Hotline Switchboard system is necessary and has a human significance.
The system receives emergency requests from the number 115, coordinates, monitors and supervises the emergency network in the province to meet the emergency needs of serving the people, identifies the emergency crews closest to the scene to quickly support emergency aid out of the hospital when required, contributing to consolidating the emergency work 115 of the province.
In nearly 01 year of operation to receive emergency information out of the hospital, the system 1022 has received 3,552 calls. Thereby, it promptly gave first aid and saved the lives of many people without relatives. Based on the emergency phone system out of the hospital, the Medical Center - Hospital can precisely locate the position of the person in need, helping to reduce the travel time for emergency cases.
One outstanding success of the centralized operation at the Hotline Switchboard is dealing with harassment on number 115. During the year, the Department of Information and Communications coordinated with functional agencies to remind and sanction more than 200 harassing subscribers.
Overview of the conference
In addition to the positive aspects, there still exist a number of difficulties and problems in receiving emergency information out of the hospital such as: The not ready status of the ambulance/emergency crew is quite much; and the situation from receiving the information of an emergency case to the time of leaving the ambulance is quite long (average from 5 minutes to 15 minutes) or reporting that the vehicle is gone but is still not moving on tracking system; telephone staff 115 at some medical facilities do not regularly check equipment, phone to receive emergency information, etc.
At the meeting, representatives of health facilities presented some difficulties in the process of coordinating receiving emergency information out of the hospital, such as difficulty in positioning the exact location of people in need, lack of emergency personnel 115, and at the same time proposed to have funding to support emergency coordination activities out of the hospital.
Speaking at the conference, Mr. Lai Xuan Thanh wished that the Health branch would continue to work closely with the Information and Communications branch in receiving emergency information out of the hospital. He suggested the operating unit to exploit maximum information on the emergency call to create more favorable conditions for the emergency reception units; units to review, report to calculate plans for funding in the coming time.
