In the first 10 months of 2020, the whole province happened 1,103 traffic accidents (TA) on roads, railways, waterways, killing 226 people, injuring 1,139 people, damaging 2,020 vehicles. In which, railway TA happened 01 case, killing 01 person; waterway TA happened 01 serious case, killing 01 person, damaging 01 car.
Compared to the same period in 2019, reducing 142 cases (down 11.4%); the number of deaths increased by 15 people (up 7.11%); 166 injured people (down 122.72%). Although the number of cases and number of injured people has been reduced, the number of cases and deaths due to TA is still high; a particularly serious road TA has occurred. The situation of law violation on road TOS occurred a lot (67,595 cases).
Over the past time, functional branches have regularly monitored the traffic situation on key roads and intersections, promptly added signs to regulate traffic, up to now, the prolonged traffic congestion at intersections and key roads of the province has been gradually overcome. However, local traffic congestion, when the traffic light system does not work due to damage or power failure, when it rains causes flooding, the vehicles damage, etc. still occurs at some intersections on Highway 13, DT.743, My Phuoc - Tan Van road, etc.
Delegates recommend solutions to reduce TA and traffic congestion
In the remaining months in 2020, the Provincial Traffic Safety Committee shall coordinate with functional agencies to strengthen measures to reduce TA on all three criteria of number of cases, number of deaths and number of injured people; effectively overcome traffic congestion; raise awareness and self-awareness of law observance of traffic participants, build a culture of safe traffic in all classes of people. At the same time, building programs and plans for the Year of Traffic Safety 2021, drastically implementing solutions to ensure TOS from the first months and quarters of 2021, etc.
At the meeting, delegates also proposed and recommended solutions to reduce TA; overcome traffic congestion such as: Strengthening inspection, patrol, controlling and handling violations of the law on TOS; handling violations of road traffic safety corridors, violations of regulations on transport business conditions, load of means of transport, vehicle technical safety, violations of traffic participants having a high risk of causing TA, reforming methods, improving efficiency of propaganda, dissemination and education on road traffic safety law; overcoming for road sections and flooded spots on roads in urban areas; speeding up the progress of drainage projects and works in the province, to ensure water drainage downstream, thoroughly and basically handle the sections (in urban areas, outside urban areas) that are often flooded when it rains; speeding up the implementation of investment projects to upgrade and expand traffic works, especially key projects of the province.

Delivering a speech at the conference, Chairman of the Provincial People's Committee Nguyen Hoang Thao said that, to reduce TA and traffic congestion, it is necessary to combine both short-term and long-term solutions. Accordingly, the Chairman of the Provincial People's Committee requested to consolidate the Traffic Safety Committee at all levels as well as the operating mechanism to have daily reports on the traffic situation. Along with that, building a Project of strengthening resources for patrol, control and regulation of traffic; traffic institutions need to be uniform; building categories of traffic channels to notify traffic jam points; installing traffic cameras, especially in key routes, reforming propaganda methods and contents. The Provincial Traffic Safety Committee shall review in detail each area related to traffic safety (traffic jam, flooding, water drainage, etc.). In the long term, it is necessary to calculate, develop plans, and forecast the mechanical population growth.
The Chairman of the Provincial People's Committee asked the branches and localities to drastically participate, determine to remove problems, including focusing on controlling TA and traffic congestion when flooded.
