Focus on resolving problems to speed up disbursement of ODA capital

​PORTAL - On the morning of October 29, in Hanoi, Prime Minister Nguyen Xuan Phuc chaired the national online conference on the disbursement of ODA programs and projects and foreign preferential loans.

At Binh Duong broadcast station, there were Mr. Nguyen Hoang Thao - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Ho Quang Diep - Member of Provincial Standing Committee, Vice Chairman of Provincial People's Council; Mr. Nguyen Loc Ha - Member of Provincial Standing Committee, Vice Chairman of the Provincial People's Committee and leaders of departments and branches attending the meeting.

Over the past time, ministries, central agencies and localities have thoroughly grasped and strictly followed the direction of the Government and the Prime Minister, determining disbursement of public investment capital, especially disbursement of ODA capital and foreign preferential loans are a key political task; drastically implemented many solutions to remove difficulties and problems to achieve the target of disbursement of 100% plan assigned by 2020. Up to now, the disbursement of State budget investment has reached over 60%, which is the highest level. Disbursement of ODA capital has also changed, but the rate is still low. According to the Ministry of Planning and Investment, the disbursement rate of foreign capital allocated from the central budget as of October 31, 2020 was estimated at 18,089 billion VND, equal to 30.15% of the assigned plan. This disbursement rate is higher than the same period last year in both value (12,367 billion VND) and percentage (27.09%).

At the conference, ministries, branches and localities also analyzed and evaluated problems and bottlenecks and pointed out some specific reasons that directly affect the implementation and disbursement plans of ODA progress and foreign preferential loans. In particular, focus on subjective and objective reasons related to institutions, policies, processes and procedures on public investment, financial management, implementation at all levels, clearance work.

Delivering a speech at the conference, Prime Minister Nguyen Xuan Phuc emphasized that there are only 2 months left until the end of 2020, but the amount of ODA disbursement is still very large, nearly 70% (nearly 41,000 billion VND). The Prime Minister asks ministries, branches and localities to direct, inspect, urge and handle problems and shortcomings. Heads of agencies and units must consider this as a key political task in 2020 to improve the morale, attitude and working capacity of the staff, especially policy enforcement officers. Stop stagnation, fear of responsibility, psychology of tenure, bureaucracy, harassment, leaders at all levels directly urge and promptly remove difficulties, focus on resolving existing problems of large investment projects in order to promote disbursement, resolutely change cadres who do not know how to work, do not complete, do not have positive responsibilities or negative officials, not for the mission but for the interests of the group in investment. At the same time, ministries and branches must continue to complete the legal framework. The Ministry of Planning and Investment and the Ministry of Finance coordinate each other to clarify the schedule and make ODA more convenient, more methodical, more unified, and then make a 5-year medium-term ODA plan.
