​The Political Report identifies the overall goals for the term 2020 - 2025 as bellows: Continue to build a clean and strong Party and political system; firmly consolidate the people's belief in the Party and the government; speed up the innovation of economic growth model associated with environmental protection and implementing strategic breakthroughs; ensure social security and welfare, constantly improving people's material and spiritual life; stabilize political security, social order and safety; enhance external activities; strive to build  Binh Duong province with sustainable development towards a smart, civilized and modern urban area. By 2030 and the following years, Binh Duong will be the center of industrial development in the region and complete the construction of smart cities.

Specifically, striving to increase GRDP on average 8.5 - 8.7% / year; budget revenue increases 8% / year. By 2025, the economic structure with the proportion of industry and services accounts for over 90%; Average GRDP per capita reaches 210 - 215 million VND; total social investment capital accounts for 33-34% of GRDP; foreign investment attraction reaches over 9 billion USD.

Based on 03 strategic breakthroughs in the draft political report submitted to the 13^th Party Congress and the development goals of the province in the coming time, the Provincial Party Committee has identified 04 breakthrough programs: Developing and improving the quality of human resources; Developing synchronous and modern infrastructure, especially transport infrastructure, industrial and urban infrastructure; Developing high-quality service industries associating with industrial and urban development towards civilization and modernization; Improving the quality of the work of building and developing Party organizations and Party members, especially in non-state enterprises.

The political report has set out 24 main tasks and solutibinhons to successfully implement the development goals in all areas of the province in the period 2020 - 2025.

Specifically, continue to restructure the economy towards focusing on implementing industrial restructuring based on innovation in attracting investment, applying science - technology, innovation and  high quality human force; develop high-quality services commensurate with industrial and urban development; continue strongly developing hi-tech agriculture, urban agriculture; focus on construction to achieve the advanced and model new rural criteria.

Constantly improve the investment environment, improve the competitiveness of the province, create new driving forces, and contribute to improving the efficiency and quality of investment attraction in order to promote socio-economic development.

Efficiently using the State resources, and at the same time, strongly mobilize social resources for investment in the development of transport infrastructure, industrial, service and urban. To attach importance to investment in traffic infrastructure to expand regional and area connections, creating a driving force to promote socio-economic development. To focus on researching and proactively propose to the Central Government to invest in a railway route in service of cargo and passenger transportation; to mobilize resources in order to step by step develop the waterway transport system in association with Logistics infrastructure.

Pay attention to and focus on investing more in the cultural - social field; improve investment efficiency, give priority to solving urgent social problems, especially education, health care, employment, housing, and culture perfect whole for people and workers. At the same time, to focus on developing human resources, especially high-quality human resources for industrial and urban development.
