At the conference, the delegates were introduced to the basic contents and new points of the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees; Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments and other related documents.
The Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments takes effect from July 01, 2020. The Law has amended and supplemented 5/50 articles of the Law on Organization of the Government and 38/143 articles of the Law on Organization of Local Governments with many notable points such as: Stipulating the authority of the Government in regulating the number of specialized agencies under the People's Committees of provinces and districts and the criteria for establishment; minimum number of personnel, maximum number of deputy leaders of organizations belonging to the organizational structure of Ministries, branches or local governments. The Law clearly stipulates the number of delegates to the People's Council from 10% to 15% in each type of administrative unit; the number of Vice Chairmen of the People's Councils at the provincial and district levels; Specialized Deputy Head of the Provincial People's Council, etc.
The Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees takes effect from July 01, 2020 with many new points such as: Amending the concept of civil servants; adjusting the policy for talented people in public service activities; recruiting civil servants, evaluating and ranking the quality of civil servants; types of employment contracts for public employees; limitations period, time limit, disciplinary action against retired cadres, civil servants and public employees, etc.

At the conference, Deputy Minister of Home Affairs Tran Anh Tuan said that, after nearly 5 years of applying, the Law on Cadres and Civil Servants and the Law on Public Employees have achieved many positive results, but there are still some shortcomings that need to be amended and supplemented to be consistent with Central Resolution 4, session XII, on strengthening the building and regulating the Party, preventing and repelling the political, ethical, and lifestyle recession; self-evolving, self-transforming manifestations internally; Resolution of the Central Conference 6-7, Session XII on a number of issues to continue to innovate, streamline the organizational structure of the political system, to operate effectively and efficiently, etc. Currently, Decrees guiding the implementation of the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees have basically been issued and promptly adjusted specific issues. Deputy Minister said that the exchange of problems in practice when implementing the law to agree on correct understanding; issues that have not been guided will be synthesized to report to the Government, so that the revised contents of the 4 Laws can be implemented effectively and practically in practice.
