High quality human resources: The key factor for sustainable development

​PORTAL - One of the valuable lessons learned in the development process of Binh Duong province over the past years is to give priority to developing high-quality human resources. This is also one of the four breakthrough programs of the province in term 2015-2020. Binh Duong defines high quality human resources as a key factor for the sustainable development of the province in the trend of industrial revolution 4.0. 

Cadres, civil servants and officials who meet the task requirements

In 2016, Binh Duong Provincial Party Committee issued the Program No. 20-CTr / TU on improving the quality of human resources, especially the contingent of leaders, managers, scientific and technical staff and workers to meet the development requirements of the province in the new stage. To unify in the direction and administration, the Provincial People's Committee issued Decision No. 3274 / QD-UBND dated November 24, 2016 on implementing the Program No. 20-CTr / TU and assigning specific tasks to sectors, authorities in the province.

On that basis, the province has developed and implemented the project to ensure human resources for the Education and Training sector, the project of training and fostering cadres, civil servants of communes, wards, towns and people working part-time at commune level, at he same time, continuing to implement projects and schemes that have been approved before.

According to Mr. Nguyen Van Minh - Director of the Department of Home Affairs, each year the province delegates about 8,000 cadres, civil servants and officials to be trained and fostered professional expertise, political theory and skills on average. Up to now, the proportion of cadres, civil servants and officials with college degrees or higher accounts for more than 75%, of which more than 6% have postgraduate degrees. The commune cadres and civil servants with intermediate or higher qualifications reach 98.31%.


Cadres, civil servants and public employees have been trained to improve their capacity and meet task requirements

The province has always paid attention to and oriented in detail the development of high-quality human resources through delegating officials, civil servants and cadres to be trained as masters and doctors in domestic and oversea with many different specialties. These programs provide the province with qualified staff with professional qualifications, meeting a significant portion of the need for high quality human resources in administration, health, education - training and vocational education. In addition, Binh Duong also implements policies to attract a number of sectors and fields where the existing contingent of cadres, civil servants and officials have not met the requirements; to attract good and excellent students who graduates from full-time university to work in administrative agencies. From 2016 up to now, the province has attracted 222 excellent students who graduate from full-time university, general practitioners, and post-graduate students through the forms of acceptance and recruitment.

Implementing the project to create a source of key leaders and managers at the Party Committee, authorities from commune, ward and town in Binh Duong province in the period of 2018-2020 and the following years, Binh Duong has selected and organized training for 63 trainees who are cadres and civil servants at commune and district level and non-part-time activists at commune level who are currently in office or are in the list of key positions at commune level for the period 2015-2020 and 2020-2025. At the same time, completing work arrangements for 196 students after graduating under the Project on training of key leaders and managers at the Party and communal levels for the period 2011-2015. These are young cadres with university degrees and most of them are formally trained with good ethical qualities that will be a source of quality cadres and civil servants to supplement the key staff at commune and district levels in the coming time.

Implementing the pilot project to renew the way of selecting leaders and managers, up to now, the province has held the examination to choose Deputy Director in 03 Departments (Culture, Sports and Tourism; Education and Training; Construction). For management positions at department level, there were 04 departments and 06 districts, towns and cities holding entrance exams. Competitive examination has created conditions for the selection of qualified and capable people to assume leadership and management positions in specialized agencies at the provincial and district levels.

Nearly 80% of the workforce has been trained

According to Mr. Mai Hung Dung - Standing Vice Chairman of the Provincial People's Committee, Binh Duong has built a training program for human resources with many specific contents, suitable for each trained object as for high school students, improve the quality of education and training. For students of universities and colleges, it is training associated with the needs of businesses, especially high technology businesses invested in the province. For workers - direct workforce  in factories and companies, they are interested in training towards improving workmanship, skills, industrial manners ... Binh Duong has determined that the quality of human resources is a prerequisite for success, not just technology. Improving the quality of human resources is also one of the strengths that help the locality more strongly to attract investment in the coming time.

Binh Duong has approved the project to ensure skilled workforce, to meet the needs of enterprises in the province in the period 2018-2020 until 2025 and annually issue a plan to implement the vocational training project for rural workers.



Training in workmanship, skills, industrial manners for workers

The whole province currently has 100 vocational education institutions. Vocational training for employees continues to be maintained with many different training forms and levels. Every year, vocational education institutions in the province enroll about 30,000 students in college, intermediate, primary and vocational training degrees under 3 months, contributing to making the rate of trained workers reach to 76% , and 26% of the trained workers are conferred degrees and certificates by the end of 2018; It is expected that by the end of 2020, the rate of trained workers of the province will reach 80% and 30% of the trained workers will be conferred a diploma as the target of Party Congress Resolution for the term 2015-2020 . In addition, implementing the vocational training project for rural workers, the province annually organizes vocational training for 1,500-2,000 rural workers with many different agricultural and non-agricultural occupations.

Binh Duong currently has 29 industrial parks and 12 industrial clusters with more than 1 million employees, of which workers from other province account for more than 70%. Among enterprises, workers in foreign-invested enterprises have the highest proportion of technical workers, workers in private enterprises have the highest number of level 1 - level 3 and workers in state-owned enterprises have the highest number of university graduates. Regarding professional qualifications and workmanship, the number of people who are technical workers at all levels accounts for 54.5%. In general, the current number of employees basically meets the production and business requirements of enterprises in the province. Along with the province's training policies, businesses continue to implement many solutions to attract business executives, skilled workers and workmanship workers according to standards and requirement of industries. Enterprises also pay salaries and have remuneration benefits corresponding to the job position, pay costs and create conditions in terms of time for employees to participate in professional training courses.

Training in association with demand

Right in the Binh Duong Smart City Project, the province has set a long-term goal of striving to become a globally competitive locality in attracting, training for development and "retaining" scientific and technical talents to promote innovation, economic growth.

Accordingly, the experimental centers and creative spaces are deployed in the province to facilitate the development of creative ideas. This goal is also consolidated by a good local educational infrastructure, training programs following the international standard in schools and a dynamic working environment, so that Binh Duong have had a talented and qualified workforce. In addition, Binh Duong has the advantage of being located close to Ho Chi Minh City with a synchronous traffic system, facilitating and attracting high-quality human resources from Ho Chi Minh City moving to Binh Duong for work.


Remuneration for human resources working in the health sector is up to 600 million VND

Along with the above conditions, the remuneration and welfare policies are also an important factor to "retain" talented people. Being aware of this, Binh Duong has issued a remuneration policy commensurate with the qualifications, capabilities and job positions. In 2019, Binh Duong Provincial People's Council issued Resolution No. 05/2019 / NQ-HDND on providing for policies to attract and support training and fostering in order to improve the quality of human resources in Binh Duong province, with remuneration up to 600 million for human resources working in the health sector.

Binh Duong currently has 08 universities with an annual training scale of over 30,000 students, with many high-quality majors such as construction engineering, computer science, architecture, mechanical engineering, finance - accounting, nursing, etc., which meet the human resource demand of the province and surrounding areas.

According to Dr. Nguyen Van Phuc - Rector of Eastern International University, closely following the task of training human resources for the province, since its establishment up to now, Eastern International University has always actively trained human resources as practical needs, turning human resources who are trained according to international standards into the most important competitive advantage in attracting foreign investment. Therefore, the top task is building a suitable training program to have a team of students with strong knowledge and skills to contribute to building a smart city.


Eastern International University trains human resources according to practical demands

Meanwhile, the Vietnam-Germany University is also one of the high-quality human resources training institutions for businesses in Binh Duong. At present, the university has been training about 3,000 students with German and European standards. The university focuses on training human resources for the province with two groups: training university and master students and improving management capacity for human resources in the enterprise sector of Binh Duong province, in which focus on improving management capacity, new technologies assessment in industrial production and manufacturing.

Dr. Ha Thuc Vien - Vice Rector of Vietnam - Germany University emphasized: "Foreign language is one of the important factors and is barriers of many workers when working in international enterprises. At the Vietnam-Germany University, in addition to professional training, students have accessed to two foreign languages, English and German. As a result, students work effectively and are more confident in communication. After graduating from Vietnam-Germany University, students can study for further degree at the school or go to Germany to study under the scholarship program of the German Academy."

Similar to Vietnam-Germany University, other universities and colleges in Binh Duong over the past time also shifted attention to practical training and soft skills for students. In particular, universities do not run after the number of occupations but aim to train key occupations to meet market demand. Schools and businesses have also joined hands to train together. With the "dual training" model, it helps students have job right after graduation and businesses recruit human resources without having to retrain.

In the coming time, Binh Duong will expand the model of high-quality education and training institutions in the direction of meeting the needs of society. The province will also consider implementing training cooperation programs with domestic and oversea universities to conduct training under the ordering mechanism for cadres, civil servants, officials and new graduates students who want to work in Binh Duong
