Accordingly, the Center of Culture, Sports - Community Learning in communes, wards and towns (hereinafter referred to as the Center) is established by decision of Chairman of the district People's Committee at the request of commune People's Committee, the Division of Culture and Information, Department of Education and Training, District Division of Home Affairs on the basis of merging the Center of Culture and Sports with the Community Learning Center in the commune, ward, town, or the consolidation of existing cultural and public sports institutions such as: Cultural houses, stadiums, sports houses, cultural clubs, sports clubs, radio stations with community learning centers in communes, wards and towns.
The Center is under the direct management, direction and administration of the communal People's Committee, at the same time it is under the state management and direction and professional guidance of the Division of Culture and Information, the District Department of Education and Training. The Center is a public non-business unit which has a juridical personality, uses its own seal and account.
The Center has function of propagating and popularizing the Party's lines and policies, the State's legal policies to all people; organization of cultural activities, sports, entertainment; preserving and promoting all forms of ethnic cultural and sport activities; fostering artistic talents, physical training and sports; raising the people's intellectual standards and enjoyment of culture and sports for people; attract and create favorable conditions for all classes of people to participate in all cultural and sport activities; serving socio-economic tasks in locality. Organize educational activities, disseminate knowledge, initiatives and experiences in production and improve quality of life for people and communities, facilitate lifelong learning for everyone in the locality.
