PORTAL - On the morning of September 25, at the Binh Duong Administrative Center, the Vietnam Fatherland Front Committee of the province held an online conference on social opponency of 02 draft resolutions to be submitted to the Provincial People's Council. Mr. Nguyen Van Loc - Member of the Provincial Standing Party Committee, Head of the Provincial Party Committee, and Chairman of the Vietnam Fatherland Front Committee of the province chaired the conference.
The participants were representatives of leaders from departments, sectors, unions, members of the Legal Democracy Council, the Provincial Economic - Cultural - Social Advisory Council and nearly 500 delegates at the broadcasts of districts, town and city.
The conference give opponency of two draft resolutions which are scheduled to be submitted to the People's Council at the end of 2020, including: Regulations in the inner areas of cities, towns, townships, and residential areas are not allowed to breed; swiftlet farming areas and policies to support relocation of livestock farms out of areas that are not allowed to breed in Binh Duong province; policies to support the construction of a new countryside, a new enhanced countryside, a new model countryside in Binh Duong in the period 2021 - 2025.
According to the draft Resolution, the swiftlet farming in the province in recent years has developed rapidly, bringing high economic efficiency. However, this also affects the living environment of the community, pollutes the environment and poses a potential danger of disease. Therefore, it is necessary to have regulations on areas where swiftlets can be raised ... Besides, the promulgation of policies to support relocation in order to encourage organizations and individuals to relocate their establishments to the breeding areas which are suitable for the sustainable development of husbandry, suitable for the orientation of developing a civilized and modern urban area.
Regarding policies to support new rural construction, the draft Resolution provides specific support levels to build a new countryside, a new enhanced countryside, new model countryside in the coming time, Binh Duong province has been striving to completed the task of building a new countryside by 2025, 50% of communes reach the standards of new enhanced countryside, 10% of communes meet the standards of new model countryside.

At the conference, there are 16 comments with 47 groups of issues for comments and opponency for 02 draft resolutions. In which, focus on regulations on areas that are not allowed to breed and who must be relocated; norms for relocation and dismantling support; Relocation plan, appropriate support so as not to cause damage to the swiftlet farming households as well as not affect the community ... Participants also said that the support policy for new enhanced and model rural construction should be higher than the current policy of supporting new rural construction.
Giving a speech at the conference, Mr. Nguyen Van Loc emphasized the importance of two draft resolutions and highly appreciated the opinions of delegates. He suggested that the Department of Agriculture and Rural Development receive comments to complete the draft resolution, and at the same time need to conduct field surveys to have more scientific bases to improve persuasion and help the resolution to be under consent of the people when being issued.
