Accordingly, this Regulation applies to Vietnamese agencies, organizations, households and individuals; Foreign organizations, individuals, international organizations living, operating or participating in natural disaster prevention and control in Binh Duong province.
The management and use of the Fund must ensure the right subjects, right purposes, timeliness, publicity, transparency, fairness and efficiency, operate for non-profit purposes, and comply with the accounting regime according to current accounting laws and guidance of the Ministry of Finance, year-end fund balances are carried over to the following year.
Principles of support are aimed at sharing risks with people, agencies and organizations when damaged by natural disasters; at the same time, to encourage and create conditions for political organizations, socio-political organizations, economic organizations, socio-political-professional organizations, social organizations, and social - professional organizations; domestic individuals; foreign organizations and individuals; Overseas Vietnamese voluntarily assist and support in overcoming consequences of natural disasters in Binh Duong province. The support must be provided in a timely and direct manner by cash or in kind.
Norms of expenses include expenses for relief and recovery of natural disasters consequences; spending in natural disaster response activities; supporting prevention activities; remuneration for the directly collecting force and arising administrative costs related to the collection of the Fund; expenses for agricultural production support to restore production in areas damaged by natural disasters or epidemics; transferred amount to assist other localities damaged by natural disasters.
Decentralize and assign the People's Committees at district and commune levels to use 20% of the revenues from the Disaster Prevention and Control Fund in the district and commune levels (after deducting 3% of the support for fund collection) to implement natural disaster prevention and control tasks at their respective levels according to contents and norms of expense, order of payment and settlement procedures. Fund balances are carried over to the following year.
Regulation
