Accordingly, the total implemention volume in 2018 is 2,574 billion 692 million Vietnam dong, reaching 79.7% of the plan, the disbursement value as of January 31, 2019 is 2,417 billion 463 million Vietnam dong, reaching 74.8% of the plan. In 2019, the total implementation volume is 2,416 billion 397 million Vietnam dong, reaching 40.7% of the plan, the disbursement value as of January 31, 2020 is 2,885 billion 479 million Vietnam dong, reaching 48.5% of the plan.

Particularly in 2020, the plan to allocate capital for 41 key projects with a total capital of 6,021 billion 979 million VND, accounting for 44.7% of the provincial capital plan. As of May 31, 2020, 600 billion 203 million VND was disbursed, reaching 10% of the plan. At conclusion of the meeting, Mr. Ho Quang Diep showed his understanding of the difficulties, problems and pressures in the process of implementing key projects in the province. Assessing the main cause of the delay in disbursement of public investment capital is due to problems in compensation and site clearance, the Standing Vice Chairman of the Provincial People's Council proposed the Provincial People's Committee to direct units and localities to do this work well. Besides, enhancing the responsibilities of the leaders, strengthening the coordination among units, localities, among investors, construction units and beneficiaries; selecting qualified consulting, supervising and construction units; carrying out synchronous implementation of bidding packages in the same project etc. In the long term, it is necessary to create a "clean" land fund to implement works and projects in order to limit problems in compensation and site clearance.
