Project 513 was approved by the Prime Minister from the beginning of February 2012. After 08 years of implementation, as of the end of July 2020, the Ministry of Home Affairs and central ministries and agencies have submitted to the Government for issuing 07 resolutions, actual surveys and proposed technical plans for local determination administrative boundaries in 15 of 16 provincial-level areas that were left by history and defining the administrative boundary of sea and island between 28 provincial administrative units, 129 district-level administrative units and 610 commune-level administrative units. Activities on completing and modernizing documents, administrative boundary maps, and developing a database on administrative boundaries were also carried out as planned.

According to the report, the provinces and cities under the Central Government have conducted arrangements for 18 units at district level and 1,027 units at commune level. As a result, the whole country reduced 06 administrative units at district level and 546 administrative units at commune level. The localities have also focused on building plans to arrange the organization of the apparatus, arrange position of cadres, civil servants and office-bearer, and resolve the regimes and policies for the remaining staff according to plans and detailed schedule. Up to now, the organization and operation of agencies and units in administrative units at district and commune levels which have just been formed after the arrangement has operated stably.

At the meeting, representatives of some provinces and cities presented solutions and experiences in implementing Project 513 and arranging administrative units at district and commune levels as well as solutions for implementation in the near future.

Particularly in Binh Duong, to implement Project 513, Binh Duong has built and cast 416 new administrative boundary line and established and built a database of 495 records for 101 administrative units at provincial, district and commune levels. The province also adjusted the profile of administrative units with the change of name according to Resolution No. 535 / NQ-UBTVQH14 dated July 11, 2018 on the establishment of Lai Uyen town (in Bau Bang district), Tan Thanh town (in Bac Tan Uyen district) and Resolution No. 857/ NQ-UBTVQH14 dated January 10, 2020 on the establishment of Di An city, Thuan An city and some wards of Tan Uyen town, Binh Duong province.
