The National Target Program for sustainable poverty reduction over 4 years of implementation has achieved positive results. Up to now, there are 3,806 poor households under the provincial multi-dimensional standards, accounting for 1.31%. From 2016 to the end of 2019, the province reduced 3,102 poor households under the provincial multi-dimensional standards. It is expected that by the end of 2020, the province will reduce 4,556 poor households, ensuring the reduction of the poverty rate under proposed objectives of the period, basically no poor households under the Central standards and no re-poor households.
The total budget to implement the National Target Program for poverty reduction in Binh Duong province in the period of 2016-2020 is more than VND 1,286 billion. The province has implemented many effective solutions through poverty reduction support policies such as: Preferential credit, medical assistance, housing assistance, educational support; vocational training, job creation, production development, etc. Specifically, from 2016 to the present, the functional departments have advised nearly 30,000 employees, introduced jobs for more than 12,000 employees; disbursed VND 4,449 billion to poor households, pupils and students, etc. to borrow capital; reduced tuition fees for over 54,000 pupils and students who are children of poor households; supported for building and repairing 537 houses for poor households; opened 114 vocational classes for more than 2,200 students to participate, etc.
In the period of 2021-2025, the province strives for the end of 2025 that the rate of poor households under the poverty reduction target will be below 2.5% according to the new multi-dimensional standards of the province in the period of 2021-2025. To accomplish that target, the province has proposed solutions: Supporting production development, raising income; improving accessibility and enjoyment of basic social services; supporting education and renewing vocational training forms for the poor and near poor, etc.
Speaking at the conference, Mr. Nguyen Thanh Truc - Vice Chairman of the Provincial People's Committee said that Binh Duong is now one of 06 localities of the country with income poverty line higher than the national poverty line (1.7 times). The province also revised the multi-dimensional poverty measurement toolkit to be more specific, more consistent, reflecting the real situation and living standards of residents and households according to local characteristics. It can be said that this is a very positive result in the last period. Poverty reduction always receives the attention of the executive committee, authorities and province that always pay attention to allocating and devoting adequate resources for poverty reduction.
The Vice Chairman emphasized that in order to well implement the National Target Program for Poverty Reduction for the period of 2021-2025, agencies, levels and political organizations in the province are recommended to focus on the basic issues. In which, it is necessary to renovate the awareness and how to flexibly apply policies in poverty reduction. Simultaneously, focusing on reviewing the effective livelihood models, deploying replication and transferring to poor and near poor households; promoting socialization in the implementation of poverty reduction target, etc.
On this occasion, the provincial People's Committee presented Certificates of Merit to 12 collectives and 22 individuals who made positive contributions to poverty reduction in the period of 2016-2020 and presented 90 gifts to poor households.
