The congress was organized to summarize the five years (2015-2020) of implementing the patriotic emulation movement in the whole province, assessing the outstanding results achieved by the patriotic emulation movement and the shortcomings, limitations to be overcome; devising directions to promote the patriotic emulation movement based on the objectives and tasks of socio-economic development of the province in the following years. Promptly praising and honoring collectives and individuals as heroes, emulation soldiers, and typical exemplars in industries, levels, fields, economic sectors and all people classes. According to the plan, about 400 collectives and typical individuals in all fields will be commended at the Congress.
In preparation for the Congress, up to now, the Provincial Emulation and Reward Committee (The Standing Organizing Committee of the Congress) drafted a report on the results of the emulation movement and commendation work in the 2015-2020 period, directions and missions for the 2020-2025 period; drafted the opening speech of the Congress, closing speech and launching the emulation movement for the 2020-2025 period; made a list of delegates attending the meeting; receiving and synthesizing a list of 400 typical delegates according to the plan, selecting to propose 30 typical units to be awarded the Emulation Flag of the Provincial People's Committee at the Congress. At the same time, selecting 15 collectives and 35 individuals out of 400 typical delegates to write and print the book "Binh Duong's shining examples" to propagate for the Congress; coordinating with Binh Duong Radio and Television Station to develop the reportage "Binh Duong integrates and develops in association with the patriotic emulation movement in 2015-2020 period". The Standing Office of Congress Organization Committee also coordinated with Department of Culture, Sports and Tourism to prepare photo exhibition on achievements of socio-economic development, national defense and security in association with Binh Duong province's patriotic emulation movement in the 2015-2020 period.
At the Congress, the members of the Provincial Emulation and Reward Council contributed ideas on the time of organization, theme, agenda, list of advanced and typical individuals, list of individuals for exchange, and delegates, etc.

Concluding the meeting, Chairman of Provincial People's Committee Tran Thanh Liem agreed on the time to hold the Patriotic Emulation Congress before the 11th Provincial Party Congress. The Chairman of the Provincial People's Committee requested the Emulation and Reward Council to receive the opinions of the Council members to supplement and complete the list of commended collectives and individuals at the Congress; build the detailed program scripts; coordinating the propaganda before, during and after the Congress.
