Accordingly, the departments, committees and branches and People's Committees of districts, towns and cities uphold responsibility for co-ordination in economic development, stabilization of social life, taking measures to strive to achieve and exceed the assigned targets of socio-economic development plans and state budget estimates for 2020, ensuring the disbursement for the whole plan of public investment in 2020.
At the same time, it is important to co-ordinate in promoting administrative procedure reform, improving the investment and business environment, focusing on solving bottlenecks, shortcomings, creating favorable conditions for production and business activities, for investors, businesses and citizens. The preferential policies to support the credit, electricity, water, transport infrastructure, logistics and ensure human resources should be studied and proposed in order to serve the needs of large high-tech projects and socio-economic development in the area; the focus on speeding up the implementation of key projects, infrastructure development must be associated with the task of protecting the environment, coping with climate change and ensuring national defense and security. It is also necessary to focus on implementing the tasks and solutions mentioned in Plan No. 1648/KH-UBND dated May 3, 2017 of the Provincial People's Committee on the implementation of the Government's Resolution No.27/NQ-CP dated February 21, 2017 on the promulgation of the Government's Action Program for the implementation of Resolution No.05-NQ/TW dated November 1, 2016 of the Fourth Conference of the 12th Party Central Committee and Resolution No.24/2016/QH14 dated November 8, 2016 of the National Assembly on the economy restructuring plan in the 2016-2020 period.
