Speaking at the opening of the conference, the Head of the Commission for Mass Mobilization Truong Thi Mai emphasized that good conciliation at the grassroots level is an important factor to make the mass mobilization effective. Through grassroots conciliation, disagreements arising at the grassroots were solved promptly, not to be prolonged, significantly reducing the number of lawsuits going to the Central and the lawsuits exceeding levels. Simultaneously, grassroots conciliation has contributed to improving the efficiency of mass mobilization; through conciliation, undertakings and guidelines of the Party, policies and laws of the State come into life, raising people's legal awareness. It is also a well-coordinated process between the Vietnam Fatherland Front, Justice Sector, the People's Court, agencies and organizations with the local authorities, especially grassroots authorities, along with the concern to build and motivate a prestigious, knowledgeable, experienced, enthusiastic mediator team to participate in conciliation effectively.

According to the report, after 06 years of implementing the Law on grassroots conciliation, grassroots conciliation has gone into order and efficiency and continued to affirm its position and important role in social life as a method of resolving disputes, conflicts of people's life to be humanistic, less costly and sustainable effect. In the past 06 years (2014-2019), grassroots conciliation teams across the country have reconciled 875,312 cases and matters; successfully reconciled 707,945 cases and matters (reaching 80.9%). The whole country currently has 96,605 conciliation teams established in villages and residential quarters with 600,462 mediators.

At the conference, the Central Standing Committee of Vietnam Fatherland Front had a thematic report "Promoting the core role of Vietnam Fatherland Front, members of the Front in the conciliation at grassroots level"; The Party Affairs Committee of the Supreme People's Court had a thematic report "Mass mobilization in conciliation in court".

At the bridge point of localities, the delegates also made many speeches such as: The model of 5-good conciliation team; Experiences in mass mobilization of mediators in dialogue conciliation in court; core role of the Front in conciliation, etc.
