BEGIC - According to the report of the Binh Duong Provincial Traffic Safety Committee, in the first 6 months of 2020, traffic accidents in the province decreased by 130 cases and 127 injured compared to the same period in 2019.
Traffic accident decreased by 02 criteria
According to the data of the Provincial Public Security, from December 15, 2019 to June 14, 2020, the whole province had 602 road and waterway traffic accidents, killing 134 people, injuring 650 people, damaging 1,107 vehicles. Compared to the same period in 2019, traffic accidents reduced 02 criteria in terms of number of cases (down 130 cases, down 17.76%) and the number of injured people (down 127 people, down 16.34%); the number of deaths does not increase, does not decrease. No railway traffic accident occurs.
Last time, the provincial Traffic Safety Committee has focused on implementing the directions of the National Traffic Safety Committee and the provincial People's Committee to districts, towns, cities and member units of the provincial Traffic Safety Committee. The patrol, control and handling of law violations on traffic safety and order (TSO) are regularly maintained, especially the control and handling of violations of regulations on alcohol by volume have been strengthened, promoted for implementation, strictly punishing cases of violating alcohol by volume. The direction and implementation of the plan to ensure TSO are concerned for early implementation by agencies and levels, the propaganda content closely follows the theme of Traffic Safety Year 2020 "No driving when drinking alcohol and beer" associated with the law for prevention and control of alcohol related harm. As a result, the situation of TSO during the peak periods of New Year's Day, Lunar New Year and the January full moon festival, April 30 and May 01 holidays is guaranteed. The consciousness to abide by the laws of road users on the regulation of alcohol by volume has positive changes.
However, the number of deaths due to traffic accidents in the province is still high; an especially serious road traffic accident occurred; water traffic accidents also occurred (in Tan Uyen town). There are still many law violations on TOS, urban order (55,160 cases), including high-risk violations leading to traffic accidents such as: Driving on the wrong road or lane (13.4%); stopping and parking vehicles in contravention of regulations (7.48%); disobeying traffic light signals (6.5%); violating speed (6%); no wearing helmet (22.76%); violating alcohol by volume (5.5%); violating on transporting people, loads, sizes of vehicle boot - body (3.77%); controlling vehicles while having narcotics in the body (02 cases). The propaganda, dissemination and education of law on TOS are concerned by agencies and levels, but the implementation is still limited.
Combining to ensure TSO
In order to complete the targets and missions in ensuring TSO in 2020 in Binh Duong province, the provincial Traffic Safety Committee requests the member agencies of the provincial Traffic Safety Committee and agencies to strengthen combination and enhance the role and responsibility of each unit in ensuring TSO. The authorities at all levels continue to focus on directing drastically and proactively building effective solutions to ensure TSO and diversity of communication forms, especially in districts, towns and cities that tend to increase the number of accidents, deaths and injuries from traffic accidents.
Strengthening the patrol, control, strictly handling violations of traffic laws
Department of Transport develops a plan to serve the travel needs of the people, to ensure the requirements of TSO during peak periods of National Day (September 2); New Year's Day and Lunar New Year - Year of the Ox 2021. Inspecting and preventing the transport of prohibited goods, inflammable and explosive materials on passenger vehicles; supervising the management and maintenance of transport infrastructure. Continuing to implement the control of vehicle loads as directed by the Prime Minister in Directive no. 32/CT-TTg dated November 25, 2016.
The provincial Public Security continues to direct the traffic Police and local Public security to strengthen the patrol, control and strictly handle violations of traffic laws, especially high-risk acts to cause traffic accidents such as speed violations; violations of alcohol by volume, driving on the wrong road or lane, using narcotic, illegal racing, etc. Combining with Department of Transport, local authorities to survey and propose solutions to overcome traffic congestion, solutions to regulate traffic, and handle "black spots" about traffic accidents.
Departments, committees, agencies and Traffic Safety Committees of districts, towns and cities promote communication, dissemination and education of TSO laws to people from all strata, to raise the awareness of voluntarily obeying the Traffic Laws on road, railways and inland waterways of road users, the Law for prevention and control of alcohol related harm associated with the theme of Traffic Safety Year 2020 "No driving when drinking alcohol and beer".
