Binh Duong has a new Chairman of Provincial People's Council

​On the morning of April 3rd, at Binh Duong Administrative Center, Provincial People's Council term IX held the 9th Meeting (unusual). Attending were Mr. Tran Van Nam - Member of Party Central Committee, Secretary of Provincial Party Committee, Head of Provincial National Assembly Delegation; Mr. Tran Thanh Liem - Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee; Mr. Nguyen Hoang Thao - Deputy Secretary of Provincial Party Committee; comrades in the Provincial Standing Committee, Provincial Party Executive Committee; Vice Chairmen of Provincial People's Councils, People's Committees and 66 provincial People's Council deputies.

Speaking at the meeting, Secretary of Provincial Party Committee Tran Van Nam emphasized, this meeting has very important contents such as consider and adjust the investment policy of some public investment projects and carry out personnel work, to meet the requirements of province's tasks in the current situation and in the coming time. Therefore, the Secretary asked provincial People's Council representatives to uphold the sense of responsibility, consider thoroughly making wise decisions and ensures that the Resolutions of Provincial People's Council is feasible and appropriate to the actual situation of the province. Provincial People's Committees, departments, branches, districts, towns and cities must focus on directing, administering and implementing drastically on public investment projects in the locality. The focus is on directing and speeding up the progress of compensation and ground clearance to create favorable conditions for construction, ensuring completion of projects as planned, it is necessary to maximizing focus on key and urgent projects as well as projects according to the objectives of the Resolution of the 10th Provincial Party Congress. In cadre work, the Secretary asked provincial People's Council deputies to conduct the elections in a focused, fair and objective manner, in order to ensure planned goals and requirements, contributing to consolidating key personnel of the province to be able to lead and administer to successfully implement political tasks of the province.

Performing human resources, the meeting has dismissed the title of Chairman of Provincial People's Council, term IX, period 2016-2021for Mr. Pham Van Canh and elected Mr. Vo Van Minh - Member of Provincial Standing Committee, Secretary of Party Committee of Thu Dau Mot holding the position of Chairman of Provincial People's Council for period 2016-2021. Ms. Doan Ngoc Nhu Tam - Provincial People's Council deputy, Head of Inspection Division, Thu Dau Mot University was elected as Deputy Head of Economics and Budget Division of Provincial People's Council, term IX, period 2016-2021; Mr. Nguyen Van Minh - Director of Home Affairs Department and Mr. Pham Van Bong - Director of Agriculture and Rural Development Department were elected as members of Provincial People's Committee, term IX, period 2016-2021.

At the meeting, delegates of provincial People's Council approved the draft resolutions on: Abolish Resolution No. 28/NQ-HDND9 dated August 12th, 2016 of Provincial People's Council, Term IX, period 2016-2021 on authorization for Provincial Standing People's Council to perform a number of tasks and powers of Provincial People's Council of public investment; decide and adjust investment policy of public investment projects; decide investment policy of the Project of renovating and expanding National Highway 13 in the form of public-private partnerships (PPP); adjust Resolution No. 23/NQ-HDND of November 30th, 2018 of Binh Duong provincial People's Council on the Total State budget final settlement in 2017.

Accordingly, the meeting adopted investment policy for 14 public investment projects with a total investment of VND 3,588.3 billion and adjusted investment policy for 03 public investment projects. Particularly, National Highway 13 renovation and expansion project is invested in the f​orm of PPP, Build - Operate - Transfer (BOT) contract has a total estimated investment capital of VND 1,411 billion, excluding site clearance costs (in which, 20% of corporate capital, 80% of bank loans). The project will renovate and expand National Highway 13 from Vinh Phu Gate (Km1 + 315) to the intersection with Le Hong Phong Road (Km15 + 018.28): Expanding to the right, adding 2 more lanes (after expansion is 8 lanes) and investing in sidewalks and greenery with uniform drainage; investing in overpasses over intersections of Binh Hoa and Huu Nghi, with 4 lanes and other interchangeable research extends to increase the viability; investing in vertical drainage system, combining lighting on both sides of the road from Ben Cat to Bau Bang (Tham Rot bridge).

Expected time is from 2019 - 2022. It is expected that, after the completion, project will be used stations 1 and 2 to collect fees on each group of vehicles to recover investment capital and the annual fee increase does not exceed the regulations of Finance Ministry.​
