The program is considered as the new development strategy of Binh Duong province to 2021 aiming to bring in reality the five breakthrough programs of Binh Duong Party Committee in the term of 2016 - 2020: Improving the human resource, building the modern civilized urban, developing high quality service and hi-tech industry, promoting all resources to develop and publicizing the Binh Duong brand name to the world.
Besides the socio-economic growth, Binh Duong authorities early are aware of challenges including the growing demand on high quality manpower, technology, logistics, finance, taxes, management, and regulations in the global integration. Meanwhile, Binh Duong economy depends principally on rational production with the low added value products, intensive labour, and environmental pollution. Binh Duong needs to transform the rational production to the modern manufacturing meeting the demands of its businesses and citizens. Therefore, the province has to set up all preparations for its sustainable development by applying advanced technologies, keeping the FDI attraction advantages, raising economic growth and improving the citizens' life.

The province promotes all domestic and international resources including the new value of the global and regional economy to successfully build the Binh Duong Smart City towards to the service economy, hi-tech production, creating the dynamic, innovative, connective ecosystem, be adaptable to the world changing towards to the smart urban meeting the requests of businesses and people. "Technology", "Business" and "Basics" and includes 46 action plans which are flexible in certain time based on the Project. Binh Duong Smart Region is planned including the South of the province in which Binh Duong New City is the core of development.

Learning from Eindhoven City (Netherlands), Triple Helix is a close cooperation between governments, research institutions and companies -
and is flexibly connected to other regions. Governments have a leading role, while businesses and research institutions have roles according to their expertise. This model allows many parties to join, share knowledge, create a long-term vision and appropriate strategies and action plans to lead Binh Duong towards proactive and creative development in the future.
Deployment the Binh Duong Navigator 2021
Aiming to successfully implement the Binh Duong Navigator 2021, Binh Duong People's Committee approved the Decision No. 3457/QD-UBND dated December 12th, 2016 on promulgating its organization mechanism in which Secretary of Party Committee – Head of Steering Board, Chairman of the Provincial People's Committee – Chairman of Advisory Council, Standing Vice Chairman of the Provincial People's Committee – Head of the Executive Board in charge of Binh Duong Smart City Office expressing the strong determination of the whole Binh Duong authorities in the deployment of Binh Duong Smart City Program. Boards, Council and projects are operated based on the regulation of the close cooperation within Triple Helix in collaboration with international partners.
According to Mr. Nguyen Van Hung – CEO of Becamex IDC, Binh Duong Smart City Program mechanism being in operation is the base to accelerate the smart city Program implementation improving the citizens 'life and helping Binh Duong to join the International Intelligent Community (ICF) .
Launching the Steering Committee, Advisory Council and Executive Board of Binh Duong Smart City
In recent years, to raise awareness of Binh Duong Smart City project as well as create collective strength in the whole system, the Executive Board of Binh Duong Smart city has made many reports and gave trainings for many units such as people's committee and units under Thu Dau Mot authority, media agencies, Youth Union, officials and teachers of of high schools, junior high schools, vocational colleges and universities ... At the same time, they also shared with the provinces that interested in building smart city such as Thua Thien Hue, Ba Ria - Vung Tau.
Mr. Mai Hung Dung - Standing Vice Chairman of the provincial People's Committee said that Binh Duong Navigator 2021 was an important content which defined development directions, assignments and commitments under specific action programs to build Binh Duong smart city with international scale in science - technology and economy related to innovation, service and high-tech production. Binh Duong Smart City Project will inherit the development orientations selected by the provincial goverment and create favorable conditions to upgrade the provincial breakthrough programs; at the same time mobilize more resources both home and abroad through applying the best experiences of advanced countries in the world. In recent years the socio-economic development strategy through the Binh Duong smart city scheme has made an international reputation and important breakthroughs, welcomed the "Industrial 4.0" trend, which was highly appreciated by many prestigious organizations in the world.
