At the session, operation discipline of Provincial People's Committee, socio-economic-national defense-security report of October 2016, orientation for November 2016, action plans of investment luring renovation from 2016 to 2020 were approved.

Under the reports, in October 2016, resolutions of the government, local Party Committee, and People's Council have been observed and implemented by lcoal People's Committee senior staffs. The direction of commanding socio-economic development duties, national defense and security have been acted out through 05 legal regulations, 287 special decisions, 06 directives, 19 reports, and 422 directive letters. Provincial People's Committee, authorized by the Chair, issued 23 notifications on conclusions of Chair and Deputy Chairs of Provincial People's Committee at meetings.

Socio-economic development of the province in October 2016 is stable. Index of Industrial Production (IIP) has increased by 29.8% from 2015. Total retail and service revenue was estimated to be VND 12,049 billion, increasing by 0.4% from September and 20% from previous term. Exportation revenue was estimated to be VND 2 billion, increasing by 2.9% from September and 17.7% from previous term. In the month, foreign investment has gained US$ 146.4 million from 23 new projects and 12 projects of adjusted capital. Accumulated amounts in October of the province has been for US$ 1.678 billion in 211 new projects and 105 projects of capital adjustment.

Social welfare has been thoroughly implemented. The estimation construction of expenditures for Lunar New Year 2017, assisting socially-privileged subjects, ethnic people, and workers of harsh circumstances has been concentrated. Public healthcare has basically been ensured. Cultural, sports, and information dissemination activities have been synchronously implemented to meet entertainment needs of the public.

In November 2016, Provincial People's Committee shall focus on implementing to acceleration of capital investment resources for 2016 while removing obstacles for enterprises, monitoring weather situations to response, and implementing celebrations of major festival and events.

In September 2016, total retail and service revenue increase by 20% from previous term

At the session, representative of Department of Planning and Investment presented the action plan for renovating investment luring from 2016 to 2020. Accordingly, the action plan targets to promote investment luring so as to satisfy growth need of the economy from 2016 to 2020 with promoted and diversified resources from domestic and foreign enterprises, creating breakthroughs of industrial and service development, contributing to local budget growth and rational economic transition to meet and exceed targets of the 10th Provincial Party Congress. Aiming for 2016-2020, foreign investment has gained over US$ 7 billion with 35,000 enterprises of registered capital of VND 223,327 billion.

To fulfill the target, the province has constructed major measures of enhancing leadership of all-level Party committees, the management and command of local authority to promote investment luring, construction and refinement of policies, improvement of necessary infrastructure, administrative procedure reforms, HR quality improvement, improvement of investment promotion and calling.

Concluding the session, Tran Thanh Liem basically agreed upon the session contents. He called for concentrated implementation of tasks in the last 2 months of 2016 to fulfill and exceed socio-economic development of 2016. The review and implementation of dyke dredging and irrigation constructions should be especially boosted to remedy outcome of flooding and tides. Inspection and repair of manholes and drainage along the streets should be implemenated to avoid accidents. As for traffic safety, the inspection on vehicle weight and punishment of traffic law breaches should be enhanced. Besides, appeals and denunciation of the public should be resolved attentively and preparation for carring of people during Lunar New Year 2017 should bee made.

Regarding the draft action plan of investment luring from 2016 to 2020, the Chair demanded Department of Planning and Investment to fulfill the documents on the basis contribution at the session with addition of measures for investment luring in the field of agriculture, urban development, smart city construction, and construction of exhibition and fair zones.
