As for Dutch counterpart, Mr. Marten Van Den Berg, the Deputy Minister of Foreign Affairs, Mr. Simon Vander Burg, the Consul General of Holland in Ho Chi Minh City, leaders of Eindhoven City, Braint Port Group, and Philips Lighting Group.

As for Binh Duong Provincial counterpart, Tran Thanh Liem, the Deputy Secretary of Provincial Party Committee cum Chair of Provincial People's Committee, Nguyen Van Hung, the member of Standing Committee and Board of Member Chairman and General Director of Becamex IDC, and leaders of provincial departments and sectors attended the ceremony.
By the MOU, Philips Lighting shall supply Becamex IDC with 2,000 LED light sets of advanced technology to be instaalled as street lights of energy-saving and shall cooperate with Becamex IDC to test the lighting project of smart streets through application of CityTouch for street lights.

The sides agreed that Philips Lighting should be cooperating with Eastern International University (EIU) to construct the idea and supply major parts to construct labs of lighting researching by Philips to be located within EIU campus. Besides, through Einhoven Technical University, Philips and EIU shall accomplish curriculum of lighting technology as a subject of the university. This was meant to train up engineers of good knowledge about lighting to satisfy the market needs and service the construction and development of Binh Duong Province as a smart city to come.

Addressing the ceremony, Tran Thanh Liem, the Chair of Provincial People's Committee affirmed that the signing ceremony was to tighten the friendly relationship of Vietnam and Holland as the major mark of infrastructure development for a smart city, creatomg optimized environment for living, learning, and working of local people of Binh Duong. The provincial leaders believe that the signed contents shall be the foundation for future sucessful and comprehensive cooperation in all aspects among Becamex, Braint Port, and Philips in constructing a smart city out of Binh Duong Province.
