The decree officially took effect from December 10, 2014. Enterprises with at least three workers as official Party members are eligible to establish Party organizations in accordance with the regulations of Vietnam's Communist Party.
After six months at the latest since enterprises are formed and come into operation, the local trade unions, trade unions of industries, trade unions of industrial zones, export processing zones must collaborate with them on forming the trade union organization in accordance with the provisions of the Labor Code, the Law on Trade Union and the regulations of Vietnam Trade Union.
For enterprises formed with Party organizations, the Youth Union organization, Veterans organization along with enterprises' Party organizations shall rely on particular conditions to form up their branches.
The conference also disseminated provincial People's Committee's Directive No.22/CT-UBND dated October 13, 2016 on the realization of the Government's Decree No.98/2014/ND-CP. Accordingly, provincial People's Committee asked for enterprises of all economic sectors, cooperatives in the province to seriously realize the degree while creating favorable conditions for Party, socio-political organizations to propagandize and guide employees to take part in setting up organizations in line with enterprises' development conditions.

Addressing the conference, Mr.Liem asked for provincial Industrial Parks Management Board, Vietnam-Singapore Industrial Park Management Board, provincial Alliance of Cooperatives and relevant agencies to seriously implement the decree for enterprises at industrial parks, compounds (IPCs). Meanwhile, the People's Committees of districts, town and TDM city will be responsible for disseminating the decree for enterprises outside IPCs.
