Completing the construction of infrastructure inside and outside IPs
Pursuing innovative, opening guidelines towards industrialization and modernization of the 6th (in 1986) and the 7th (in 1991) National Party Resolution, Song Be province developed the planning for 15 IPs with a total area of ​​over 6,000 hectares. After the re-establishment on Jan 1, 1997, Binh Duong province had 13 IPs with an area of 4,033 ha, in which the core project - Song Than 1 IP - was established in Nov 1995.
After nearly 20 years, the province has now 28 IPs, with a total area of ​​over 9,500 hectares, accounting for 9.5% in terms of quantity and 11.3% in terms of area of IPs across the country. Currently, provincial Management Board of IPs is managing 25 IPs with total planned area of ​​over 7,500 hectares. It is an honor but also a great responsibility of the Management Board’s officials.
Under the management of the Management Board, IPs completed the construction of infrastructure inside and outside IPs. All were synchronously and modernly invested, contributing to changing the province’s face, creating favorable conditions to attract investments for local socio-economic development. IPs were established and developed in accordance with the national IP construction planning and provincial land using and planning. Total leased area of ​​IPs managed by the Board is now 2,572 ha, occupancy rate reaches 50.5%, which is higher than the national average.
Binh Duong has now 19 enterprises in 5 economic sectors investing in IP infrastructure construction. These enterprises have effectively called for domestic and foreign capital sources for IP infrastructure construction, contributing to attracting investments, boosting economic development of Binh Duong province. The province also established an IPs network on the basis of socio-economic development planning and an IP developing businesses’ team having sufficient financial, management capacity, reputation and experiences in IP infrastructure construction.
It can be asserted, IPs have promoted their strengths, become one of the key resources for the ongoing development of Binh Duong. Currently, total investment in IP infrastructure is more than 9,300 billion VND, reaching 72% the approved capital. Construction forms are also very diverse and in line with the actual conditions of Binh Duong. In particular, Binh Duong province has not used State budget but utilized economic resources to invest in IP infrastructure development.

Contributing to investment attraction, promoting economic development of Binh Duong province
There are now 1,110 projects in operation in IPs managed by the Board, including 723 foreign enterprises. The IPs created concentrated industrial areas affecting positively the development of raw material base, various types of industrial services, the value increase of agricultural products, commodities as well as general efficiency of the manufacturing industry.
Not only attracting more investments in IPs, but the IPs have also brought attractive profits to investors. In recent years, the growth rate of the average annual enterprise’s turnover in IPs has been 30-35% / year. From the beginning of this year, turnover of enterprises in IPs reached about 8 billion USD, including 4 billion USD of exports, accounting for bout 20% of provincial total export turnover.
In the 2011-2015 period, enterprises actively sought new customers and markets, gradually improving domestic market, sustaining growth rate. Thus, IPs generated total revenue of around 32.5 billion USD, including 15.5 billion USD of exports, delivered 800 million USD to local State budget ... In general, during the last 20 years, enterprises operating in IPs generated total revenue of 54.3 billion USD, export turnover of 30.3 billion USD, and delivered1.36 billion USD to local State budget.
Tran Thanh Liem - Vice Chairman of Provincial People’s Committee – asserted, the establishment of concentrated IPs has helped to strongly attract investments, boost industrial development, and ensure the harmony between economic –social – environmental objectives. The IPs created clean land source to attract, allocate investment projects, creating breakthroughs in industrial development. The results contributed greatly to the average GDP growth of 13%/year of 2011-2015 period; other indicators, such as industrial output value, exports, FDI attraction, also increased from 15.5 to 53% / year; per capita income by the end of 2015 reached 72.3 million VND… In the future, Binh Duong will continue to mobilize social resources for industrial development; enhance administrative procedure reform; focus on building synchronous technical infrastructure, developing interconnected traffic systems; improve service quality to best serve investors.

The establishment and development process of Binh Duong IPs Management Board is associated with the formation and development of IPs. Due to the demand for State management to IPs and actual conditions of Song Be province, on Nov 15th 1995, the Prime Minister issued Decision No. 751/TTg to form Song Be IPs Management Board to performing directly management functions to IPs in the province, with functions, duties and powers according to Article 20 of Regulations on IP. Since Jan 1st 1997, Song Be province has been split into two provinces of Binh Duong and Binh Phuoc, the Management Board was also renamed Binh Duong IPs Management Board, which was level-1 estimatimation body directly under the Central. Since 2001, pursuant to Decision No. 100/TTg dated Aug 17th 2000 of the Prime Minister, the Management Board has been a body under provincial People’s Committee.
Because IP is a characteristic model requiring new management methods to our country in general and Binh Duong province in particular, personnel training has been paid much attention and got good results by the Management Board. Quality, qualifications of the board’s officials has been increasingly improved to meet job requirements, especially to master socio-economic development directions of the Party and State apply effectively into the management.
After 20 years of establishment, the organization and operation of Binh Duong IPs Management Board has grown consistently with the assigned functions and tasks. The board has gradually put into practice the electronic OSS system, applied advanced quality management and information technology system into administrative management.
With the above results, Binh Duong IPs Management Board honorably received first, second, third-class Labor Medal of the President; 2 individuals were awarded second-class Labor Medal; 4 individuals were awarded third-class Labor Medal, and many collectives, individuals were also awarded.
