Investments into Binh Duong Province to be promoted
Statistically, Binh Duong Province currently has 39 nations and territories with investment activities locally including groups and international companies of great finance and technology competence. Japanese enterprises are leading with registered capital of USD 4.87 billion or 22.7% of total investment capital. This proved that the active and preferential investment environment of the province has always been the attractive destination for Japanese enterprises in particular and to international enterprises in general.
Tsutomu Sakagami, the President of Association of Japanese Enterprises in Ho Chi Minh City said that Binh Duong Province has been one out of four provinces and cities in the South of large investment attraction from Japanese enterprises. Binh Duong Province is a place of good investment environment. The policies that Binh Duong Province has been implementing have assured those people working and living in Binh Duong Province.

In Binh Duong Province, Japanese enterprises have been investing to various industries of infra-construction, urban-trade-service development, electronic parts, electronic boards and chips, car assembly, steel production, foods, etc.

Some projects of large investments include: investments of USD 1.2 billion of Tokyu Group to Binh Duong New City development, investments of USD 420 million of Maruchi Sun Steet, investments of USD 95 million of Aeon Group to Aeon Mall, investments of USD 240 million of Wonderful Saigon Electrics Co. Ltd., additional investments of USD 7 million of Sakata Inx Vietnam Co. Ltd. to product inks at VSIP I to add up its investments of USD 21.5 million…. Majority of the projects have been strongly implemented in Binh Duong Province.
Along with new investment waves from Japanese enterprises in Binh Duong Province, Japanese enterprises are expanding their operations in local industrial parks, showing that Japanese investors have trusted and assured of their investment activities in Binh Duong Province in effective operations.
Answering the question why Binh Duong Province was chosen for his project, Mr. Wada Yuji, the General Director of Sun Steel JSC, said: “We trust the investment environment in Vietnam and in Binh Duong Province particularly. Despite challenging global economic status, our investment project thanks to the attention of Binh Duong Provincial leaders has been expanded into new production lines of zinc and color plating to satisfy domestic and international needs.”

Upholding the same opinion, Mr. Nakata Yasuya Ki, General Director of Becamex Tokyu Joint Venture, said: “FDI into Binh Duong Province is growing fast and at great amounts thanks to rightful policies of Binh Duong Province; and, we highly appreciate it. We, as the Japanese investor, as well as other enterprises evaluate that Binh Duong Provincial investment environment is great. The projects that we have been implementing in Binh Duong Province for recent 3 years have gained robust results. For the time to come, we will be with the province in the projects to develop Binh Duong New City well.”
ODA loan projects effectively implemented
Aside from investment into industry, health services, and education, Japan through Japan International Cooperation Agency (JICA) has offered ODA to social welfare projects in Binh Duong Province. ODA has been strongly disbursed to projects of environment improvement in Binh Duong Province including the waste water treatment plant financed by ODA of Japan for Thu Dau Mot City in Binh Duong Province of 17,650 cubic meters per day night, put into use in May 2013.
The first stage investment of the project cost nearly VND 2,000 billion (equivalent to 9.8 billion Yen) by ODA of Japanese government and counter capital of Vietnamese government. Up to date, the plant has collected over 6,000 cubic meters per day night exceeding the 2-year estimation.
Waste water treatment plant is built in Thu Dau Mot City by ODA support
The project is to collect and treat waste water for 13,000 households in Thu Dau Mot City to improve water environment in South Binh Duong Province, protecting the environment and improving living conditions for people in urban areas.
Stage 2 of water environment improvement project in Thuan An Town is the smaller project of water releasing and treatment in the commercial hub of Southern Binh Duong at the capacity of 54,000 cubic meters per day night to be constructed in 3 phases. Phase 1 will be constructed at capacity of 17,000 cubic meters per day night costing VND 2,300 billion or 13 billion Yen (ODA 85%, counter capital 15%).
On completion, the project will help to improve living conditions, sanitation and beautiful appearance of the urban areas while reducing environment pollution, diseases caused by waste water and protecting fresh water of Saigon River to service public and production needs.
Breaking ground to build up waste water treatment plant in Thuan An Town
Evaluating the ODA funded projects, Mr. Mutsuya Mori, the leading JICA representative in Vietnam, the on-going project of water environment improvement in the South of Binh Duong Province has been the most effectively implemented in Vietnam. He was hopeful that Binh Duong Province would continue to implement more effectively the future projects to be financed by ODA.
Binh Duong Provincial People’s Committee Chair Tran Van Nam said that the project will help to make Binh Duong the type I urban area before 2020 to build up a green and clean Binh Duong City where people would enjoy better lives. Concurrently, he stressed that local departments and authorities will be coordinating to rapidly implement the connection of household water drainage to the factory system to increase capacity of waste water treatment. The ODA financed development of public traffic system in Binh Duong Province has been underway. For the time to come, the fast bus system will connect Binh Duong New City with Suoi Tien, contributing to the changes of urban appearance and be worthy of a modern and civilized developing city.
On the basis of Binh Duong Provincial ODA project success, on June 04, 2015, JICA has worked with Binh Duong Province to implement the project of enhancing environment management competence in river deltas. The ODA financed project will be helpful for provinces along Dong Nai River and Saigon River in a bid to improve water environment of the same.
On August 21, 2015, Yamaguchi delegation and Japanese enterprises are on investment investigation visit to Binh Duong Province and sign cooperation deals in various fields in a new step forward in sustainable and effective development cooperation of Japan and Vietnam in general and of Yamaguchi and Binh Duong Province in particular.
