Socio-economic situation of Binh Duong province in the first 9 months of 2013

BEGIC - September 24th, at the provincial office, Binh Duong People’s Committee Chairman Le Thanh Cung presided at the 57th meeting on review the socio-economic situation of 9 first months of 2013 and key tasks of the last 3 months of 2013.
 
Vice Chairmen, leaders of Branches, Departments, People’s Committee of Districts, towns and city attended the event.
 
According to the report, facing the difficulties, provincial economy growth remains positive.
In comparison with the same period, provincial GDP was estimated to increase by 10.8%, in which, industry – construction rose by 7.4%, service increased by 16.5% and agriculture rose by 1.6%.
 
Industrial production continues to growth stably, estimated to reach 108,144 billion VND, an increase of 12.8%. In which, the foreign economy sector occupied 67.2%, a rise of 13.2% domestic investment sector presented 32.8%, an increase of 12.1%.
 
Total retail goods and service is estimated approximately 63,755 billion VND, a gain of 22.2%. Transportation revenue gained 9,902 billion VND, up 19.6%. CPI of 9 first months of 2013 rose by 3.38% against December 2012.
 
Export turnover obtained US$ 9.841 billion, up 15.6%, in which 81.2% belong to foreign economy sector, a rise of 17.8%. Import value reached 7.865 billion VND, up 16.5%. The total capital expenditure for principal construction is 2,469 billion VND, attaining 61.7% the annual plan.
Domestic investment capital accounts for 12,131 billion VND, comprising of 1,314 new enterprises with the capital of 4,666 billion VND and 303 extension enterprises with the total capital of 7,465 billion VND. Foreign investment attracted US$ 1.113 billion, including 100 new projects (US$ 691 million) and 98 added-capital projects (US$ 422 million).

The total budget revenue accounts for 21,500 billion VND, reaching 75.8% and 74.1% the budget estimates proposed by Ministry of Finance and Provincial Peoples Council respectively, in which, 14,100 billion VND from domestic revenue and 7,400 billion VND from import-export taxes. The province has implemented the tax exemption and extension for business with the value of business income tax, value added tax and land use fee with the value of 475 billion VND for 6,469 enterprises. The total budget expenditure is estimated to 6,500 billion VND, fell by 4%, equivalent to 73.9% the estimations% of Ministry of Finance and 65% of the Provincial People’s Council’s estimates.
 
In term of credit, the total capital was mobilized 77,000 billion VND, up 9.4% and 5% against the beginning of this year. Outstanding loans climbed 60,228 billion VND, rose by 11.9% in comparison with the beginning of 2013; non-performing loan accounted for 1,279 billion VND, a decrease of 6.58%.
 
In addition, cultural, social fields continue to develop. Currently, the province remains 3,615 underprivileged households, accounting for 1.36% and 5,762 marginal poverty households (2.17%). In 9 months, the province expends approximately 503 billion VND for those who made contributions in wartime and social welfare beneficiaries, constructing newly and repairing 168 loved houses; Creating jobs for 39,640 labours; Paying the unemployment allowance of 277.5 billion VND for 36,432 people.

In school year 2013-2014, the province has currently 472 schools, kindergartens rose by 16%, increasing 01 high school and 22,600 students compared to last school year. Infrastructure and human resources meet principally the demands of teaching and learning. The proportion of public school are constructed modernly is 59.6%. 23 schools meet the national standards.
 
Health care for residents are ensured, taking the consultation for 4 million people, attaining 69.2% the annual proposed plan. Receiving about 3.2 million tourists, an increase by 3.3% against last period with the revenue of 740 billion VND.
 
However, according to the participants, it remains many challenges, difficulties despite of the economic improvement. Business operation has the sign of recovering but slowly, socio- economic index are still inferior to the plan; interest is reduced but still higher than the current situation; Non-performing loan is controlled but still does not meeting the requirements. Enterprises especially still meet many difficulties…
 
Therefore, the key tasks of the last months of 2013 are: continue to deploy the effective solutions facilitating the production; enlarge the market; enhance the trade promotion, investment aiming to develop; reduce the stocks and timely perform tax exemption and extension facilitating business. Focus in implementing the management measures of budget revenue and deficit in order to complete the budget revenue estimates.
 
Create the favorable conditions for enterprises to approach the loan for its operation; release funds for supporting investment and buying the social and commercial houses; deploy the measures of vital goods stocks to stabilize the domestic market in and after the Lunar New Year 2014…
 
Closing the meeting, Chairman Le Thanh Cung requested all levels and branches to enhance their responsibility in management to perform the proposed plan; overcome the restrictions of 9 months of 2013 in order to complete the objectives of the last 3 months; reexamine the competence of each level, overcome the difficulties, perform tax exemption and extension regulated by guidance and direction of the government; Implement in priority the capital support for the two new districts (Bau Bang and Tan Thanh) and others works to be finished in 2014; Try to attain the maximum budget revenue in the last 3 months.
 
In term of new rural construction, Mr. Cung required 05 communes meeting the standards of new rural construction and communes meeting from 14 to 18 indexes to develop this model throughout the province.
 
The province has to enhance in propagandizing local resident about the policies of Government on renting, buying social house, low-income housing facilitating for them to approach the loan of 30,000 billion VND.
