Addressing the opening, the provincial People's Council Chairman Vu Minh Sang emphasized that the year 2010 was of significant importance; it was the last year implementing resolution of 8th Provincial party congress and ending successfully socio-economic development tasks 2006-2010. In 2010, the province achieved and exceeded most of the targets set in Resolution of the provincial Party Committee and People’s Council. GDP growth rate increased by 14.5%; export - import turnover, industrial production, services and trade increased by 20-30% compared to the plan, income - expenditure were better than estimated; people's lives continued to be improved; social security, safety and stability continued to be maintained.
He also indicated that 18th Session of 7th provincial People’s Council was the periodic meeting every end of the year, simultaneously the last session of the 2004-2010 term. Therefore, the nature of the session was to review and evaluate the results of implementing the provincial People’s Council resolutions; to discuss and concretize resolution of the 9th provincial Party Congress and resolution of the provincial Committee of the Party on socio - economic development plan in 2011. Chairman suggested that the provincial People's Council delegates should raise high the responsibility spirit of the People's representatives; concentrating intelligence, promoting democracy, frankly discussing to offer many practical and justifiable suggestions to make contribution to the success of the session.
