Investment in construction of Ho Chi Minh City’s Ring Road No. 4, section from Thu Bien bridge - Saigon river (phase 1)

​​PORTAL – The Provincial People's Council promulgates Resolution No. 09/NQ-HDND on investment policy in construction investment project of the Ho Chi Minh City's Ring Road No. 4, section from Thu Bien bridge - Saigon river (phase 1) by method of public-private partnership (PPP). This resolution was approved by the 10th Binh Duong Provincial People's Council, 9th meeting (thematic) on May 18, 2023 and takes effect from the date of adoption.

The investment in road construction creates favorable conditions for regional connectivity and improves the efficiency of exploitation of expressways and radial national highways that have been implemented to promote investment efficiency, connect traffic between Long Thanh International Airport and other provinces and cities in the southern key economic region; successfully implements the Resolution of the 13th National Party Congress, the Resolution of the 11th Congress of Binh Duong Provincial Party Committee, 2020 - 2025 tenure, Resolution No. 24-NQ/TW dated October 07, 2022 of the Politburo on socio-economic development and assurance of national defense and security in the Southeast region to 2030, with a vision to 2045.

Estimated road alignment: according to the road network planning, detailed planning and land use planning corridor approved by the Binh Duong PPC in 2022.

The road starting point: at the position connecting Ho Chi Minh City's Ring Road No. 4 with the current Thu Bien bridgehead in Binh Duong province in Thuong Tan commune, Bac Tan Uyen district, Binh Duong province. The road end point: in front of Phu Thuan bridge abutment in An Tay commune, Ben Cat town, Binh Duong province. Total length is about 47.85km.

From the road starting point at the Thu Bien bridgehead in Thuong Tan commune, Bac Tan Uyen district, Binh Duong province, the basic alignment follows the current Thu Bien - Dat Cuoc road, intersects with DH.411 road; the new launching road passes through VSIP III, intersects with DT.747 road in Hoi Nghia ward, intersects with DT.742 road at the existing intersection, coincides with the center line of road no. 17-VSIP IIA, the road continues to newly launch the grade-intersection with Di An - Loc Ninh railway (planned), intersects with the DT.741 road in Hoa Loi ward, connects to the existing Ho Chi Minh city's Ring Road No. 4 to Thoi An bridge, follows the existing road to DT.748 road and newly launches to intersect DT.744 road in An Tay commune, newly launches as planned to Saigon River at Phu Thuan bridge.

Scale: expressway, design speed: 100 km/h; type and grade of works: grade I traffic works.

Site clearance: fully implemented with 8 expressway lanes, 74.5m wide roadbed for the sections from Dat Cuoc (DH.411 road) - VSIP IIA, from Thoi An bridge - Saigon river and intersections. Particularly, the section connecting VSIP IIA - My Phuoc 3 Industrial Park has a site clearance of 62m; the Thu Bien - Dat Cuoc section (including the Thu Bien bridge intersection on the Binh Duong side) has been implemented in another project, not included in this project.

Investment in scale of 04 complete expressway lanes including continuous emergency stop lane; especially the section from DT.742 road to Thoi An bridge: keep the status quo of the invested sections (scale of 62m, 10 lanes), the section from VSIP IIA - My Phuoc 3 Industrial Park is invested synchronously with a scale of 62m, 10 lanes. Investing in allocating inter- and direct-connected sections and building parallel roads on both sides of the road to ensure the technical elements of the expressway and regional traffic connection, suitable to the local development situation. Handling intersection of some level crossings: use suitable overpass or underpass.

Investing in 2 branch roads connecting to Binh Duong Industrial - Service - Urban Complex (Le Loi Street and Road no. 2) with an appropriate scale.

Location: across the administrative boundary of Tan Uyen city, Ben Cat town, Bac Tan Uyen district in Binh Duong province.

Estimated time of project implementation: 2023 - 2026. Expected demand for land use is about 419.6 ha, of which the main road is 413.4 ha, the connecting road is 6.2 ha; type of PPP project contract: Build - Operate - Transfer (BOT). Preliminary total investment of the project: 18,247.9 billion VND (excluding interest). ​
